Government has announced sweeping changes to Ghana’s firearm licensing regime, introducing mandatory mental health assessments, drug screening and practical firearm handling training for all gun licence holders seeking renewal.
The new requirements follow the immediate suspension of all active firearm licences nationwide as part of efforts to strengthen public safety and tighten controls on firearm ownership.
Interior Minister Muntaka Mohammed Mubarak disclosed the measures during a radio interview on Tuesday, June 23, 2026.
Mandatory Screening for Gun Owners
Under the new framework, all existing firearm licence holders will be required to undergo psychiatric evaluations conducted by the Mental Health Authority before their licences can be renewed.
Applicants will also be subjected to drug screening by the Narcotics Control Commission and practical firearm handling training at approved shooting ranges.
According to the Minister, the new measures are intended to address gaps in the current licensing process and ensure that firearm holders are properly assessed and trained.
Public Safety at the Centre
Mr. Muntaka explained that the reforms were prompted by growing concerns over the misuse of legally owned firearms.

He noted that recent incidents involving licensed firearm holders had highlighted weaknesses in the existing system, particularly the absence of formal mental health assessments and practical firearm competency tests.
According to him, government believes the additional safeguards will help reduce risks and improve public safety.
Nationwide Exercise Begins
The Interior Minister announced that the screening and training exercise will begin immediately, with regional police commands directed to designate centres where firearm holders can complete the required procedures.
Government is also engaging private operators interested in establishing certified shooting ranges to support the implementation of the programme.
Existing Licences Suspended
As part of the reforms, all active firearm licences have been suspended pending compliance with the new requirements.
The Minister indicated that licence holders must successfully complete the screening and training process before renewal applications can be considered.
Crackdown on Licensing Violations
Mr. Muntaka also warned private security operators against the misuse of firearms registered for personal protection.
He stressed that weapons licensed to individuals cannot legally be transferred for use in private security operations and pledged strict enforcement against offenders.
Broader Firearms Reform Agenda
The latest measures form part of a broader review of Ghana’s firearm licensing system undertaken by the Ministry for the Interior.
Government says the reforms are aimed at improving accountability, strengthening regulatory oversight and ensuring that firearm ownership remains consistent with public safety objectives.
Officials believe the introduction of mandatory mental health checks, drug tests and firearms training marks a significant shift in the country’s approach to firearm regulation.
