Government is targeting the creation of 100,000 digitally enabled jobs within the next two years as the One Million Coders Programme shifts from large-scale skills training towards employment creation.

Minister for Communication, Digital Technology and Innovations Samuel Nartey George says the next phase of the programme will focus on connecting trained beneficiaries to businesses seeking workers with coding, data and other digital skills.

The employment target expands the programme beyond its original objective of equipping one million Ghanaians with digital capabilities over four years.

Government now wants participants to translate their training into paid assignments, business opportunities and jobs within Ghana’s growing digital economy.

Programme Shifts from Training to Employment

According to Mr George, the government’s original commitment under the National Democratic Congress manifesto was to train one million people in coding and other digital skills.

President John Dramani Mahama, however, directed the Ministry to ensure that the programme did not end with training certificates but created practical employment opportunities for beneficiaries.

The Minister said reports presented to the President showed that the programme was on course to exceed the one-million-person training target within the four-year period.

“We have shown His Excellency the trajectory the programme is on; we will cross a million in the four years,” he said.

Mr George added that the Ministry was now pivoting from training towards job creation, with a target of reaching 100,000 digitally enabled jobs within two years.

The shift means the success of the programme will increasingly be measured by the number of beneficiaries who secure income-generating opportunities after completing their courses.

Beneficiaries to Be Connected with Businesses

Government intends to develop a structured system for linking trained participants to organisations seeking specific digital services.

The approach is expected to help businesses identify workers with the skills required for technology-related assignments while improving employment prospects for programme graduates.

Rather than leaving beneficiaries to search independently for work, the Ministry hopes to present verified pools of trained people to companies seeking digital talent.

The employment opportunities may include full-time positions, outsourced assignments, contract work and project-based engagements.

Government believes stronger links between training centres and businesses will help reduce the gap between acquiring skills and securing work.

Ghana Targets Global Outsourcing Opportunities

The Ministry is also positioning the programme to meet demand from international companies seeking to outsource digital services.

Mr George said Ghana needed to build a sufficiently large pool of skilled workers to compete for assignments from businesses operating outside the country.

International outsourcing could allow Ghanaian workers to undertake digital assignments for foreign companies while remaining in Ghana.

The arrangement could create additional employment opportunities, support the growth of local digital businesses and bring foreign income into the economy.

Government believes Ghana’s ability to secure such work will depend on the availability of workers with verified competencies and the capacity to deliver assignments at scale.

Pool of 10,000 Data Annotators Created

Mr George disclosed that the One Million Coders Programme had already developed a pool of 10,000 data annotators.

Data annotation involves labeling and organizing information used to train and improve artificial intelligence systems.

The work may include identifying images, classifying text, labeling audio and preparing other datasets required for machine-learning applications.

According to the Minister, the skills of the 10,000 trained annotators could be presented to companies seeking workers for specific digital assignments.

The creation of the pool does not necessarily mean that all participants have already secured jobs. The Ministry’s next task is to connect them to businesses and projects requiring their capabilities.

Critical Mass of Digital Workers Needed

Government says the One Million Coders Programme is intended to create a critical mass of people capable of meeting the growing demand for technology-enabled services.

A large and accessible workforce could make Ghana more attractive to international companies seeking destinations for outsourced work.

It could also help local businesses find personnel with skills in coding, data management, artificial intelligence and other digital fields.

The Ministry believes digital employment can create opportunities for young people beyond traditional office-based jobs and enable more Ghanaians to participate in the global technology economy.

The planned 100,000 jobs will therefore become an important test of whether the programme can convert training numbers into measurable economic outcomes.

Ashanti Region Centres Assessed

The Minister announced the employment target during a monitoring visit to the Ashanti Region.

The visit formed part of efforts to assess progress at One Million Coders training centres and examine how the initiative was being implemented in different communities.

Mr George visited programme centres and artificial intelligence laboratories at the Kwame Nkrumah University of Science and Technology.

He later proceeded to training locations at Kwadaso, Asawase and Nkwantakese.

The monitoring exercise enabled the Ministry to review conditions at the centres, interact with participants and assess whether the training being provided was aligned with the programmes employment objectives.

Beneficiaries Share Concerns

During his visits, the Minister engaged beneficiaries and listened to concerns relating to their participation in the programme.

He assured them that the Ministry would take steps to address the issues raised.

Feedback from participants is expected to help the government improve training delivery and prepare beneficiaries more effectively for available digital assignments.

The Ministry will also need to ensure that courses remain relevant to the skills demanded by businesses and international employers.

Addressing challenges at the training centres could improve course completion rates and increase the number of participants ready for employment.

Employment Target Requires Private-Sector Support

Creating 100,000 jobs will require more than government-run training programmes.

The initiative will depend on collaboration with private businesses, technology companies, outsourcing firms, educational institutions and other organisations capable of offering paid opportunities.

Government is expected to continue developing partnerships that can absorb trained workers or connect them to projects requiring digital expertise.

Companies may also help shape the programme by identifying the particular skills they need and supporting training that prepares participants for real assignments.

The Ministry’s ability to match beneficiaries with employers will be central to achieving the two-year employment target.

Programme Expected to Support Digital Transformation

The One Million Coders Programme forms part of Ghana’s broader digital transformation agenda.

Government hopes to build a workforce capable of supporting innovation, technology-driven businesses and the increasing use of digital systems across different sectors.

The programme could also help young people develop skills that remain relevant as artificial intelligence and automation reshape the labor market.

Mr George said the Ministry would continue monitoring training centres, responding to beneficiaries concerns and engaging businesses as the initiative enters its employment-focused phase.

The planned 100,000 jobs will determine whether the One Million Coders Programme can move beyond skills acquisition and deliver sustained economic opportunities for participants.
