Government Spokesperson Felix Kwakye Ofosu has announced that 1,539 out of 2,080 recruitments, appointments and promotions reviewed by a special committee have been recommended for retention after meeting required standards.
Speaking at the Government Accountability Series on 3rd March, 2026, Mr. Kwakye Ofosu explained that the committee was set up by the Chief of Staff to review appointments and promotions undertaken after the December 7, 2024 general elections.
“This is the outcome of the work of the committee set up by the Chief of Staff to look into the revocation of appointments, recruitments and promotions that were done after the 7 December 2024 elections,” he stated.
According to him, the previous administration was aware of the procedural requirements governing recruitment into public institutions but failed to ensure full compliance in certain cases.
“The previous government was fully aware that the basic requirements were not met,” he said, adding that institutions were expected to follow laid-down processes and provide relevant documentation for scrutiny.
He indicated that the committee requested evidence of declaration of vacancy, copies of advertisements, approved schemes of service, technical clearance documents and appointment letters as part of its review.
The committee received 43 reports and engaged 36 institutions, including the Ghana Revenue Authority, Ghana Post Company Limited, National Health Insurance Authority, Public Procurement Authority, Volta River Authority and the Electoral Commission of Ghana, among others.
Providing details of the findings, Mr. Kwakye Ofosu said, “Of the 36 institutions that appeared before the committee, 28 had commenced their recruitment processes before the 7th December elections.”
He added that 13 institutions revoked appointments in response to the Chief of Staff’s earlier directive, while 17 sought further guidance from the Presidency. Sixteen of the reported cases were mainly payroll-related.
Out of the 2,080 recruitments, appointments and promotions reported, 879 were revoked by the institutions themselves, leaving 1,201 unrevoked at the time of review.
“After the hearings, the committee recommended that 1,539 of the recruitments, appointments and promotions be upheld because they complied with the prescribed procedures and received appointment letters before 7th December 2024,” he explained.
However, 541 appointments were recommended for revocation. “The committee recommended that the recruitments, appointments and promotions of 541 persons be revoked because the recruitment processes ended after 7th December 2024 and failed to meet the required pass mark,” he stated.
Mr. Kwakye Ofosu noted that the number recommended for revocation by the committee was lower than the 879 initially revoked by institutions.
“This differential is because the committee paid special attention to vulnerable groups, including persons with disabilities, particularly within the Ghana Education Service,” he said.
He reiterated government’s commitment to transparency and due process in public sector recruitment, stressing “We are determined to ensure that lawful appointments are protected, while processes that did not comply with established guidelines are corrected in the interest of fairness and accountability.”
