Telegram makes a U-turn and joins a child safety program

The contentious messaging service Telegram has agreed to collaborate with an internationally renowned organization to prevent the spread of child sexual abuse material (CSAM) after years of disregarding requests to enroll in child safety programs.

Major online services use the Internet Watch Foundation (IWF) to help them identify, eliminate, and stop the spread of CSAM.

Telegram had consistently declined to participate in it or any comparable plan.

However, Telegram has declared a U-turn, four months after its creator Pavel Durov was detained in Paris for allegedly failing to regulate extreme content.

While calling Telegram’s decision “transformational,” the IWF cautioned that it was only the beginning of a “much longer journey” for the app.

Derek Ray-Hill, Interim CEO of the IWF, stated, “Telegram can start implementing our industry-leading tools to help ensure that this material cannot be shared on the service by joining the IWF.”
However, Telegram has declared a U-turn, four months after its creator Pavel Durov was detained in Paris for allegedly failing to regulate extreme content.

‘Dark web in your pocket’

With 950 million users globally, Telegram has positioned itself as an app that prioritizes user privacy over the policy standards that other multinational social media firms prioritize.

However, the BBC and other news outlets reported that criminals were using the app to promote narcotics, provide fraud and cybercrime services, and, most recently, CSAM.

As a result, one specialist dubbed it “the dark web in your pocket.”

Its millionaire owner was arrested at an airport north of Paris in August.

Mr. Durov faces charges of fraud, drug trafficking, and failure to cooperate with law authorities regarding child sexual content.

The 40-year-old is not allowed to leave France while additional investigations are conducted, according to French magistrates.

The business argues that he shouldn’t be held accountable for user behavior on the platform and that his detention was unjust.

However, since then, Telegram has revealed a number of modifications to its operations, such as:

Declaring that in response to legitimate legal requests, the IP addresses and phone numbers of people who break company regulations will be turned over to the police
Turning off services like “people nearby,” which acknowledged having problems with scammers and bots
releasing frequent transparency reports detailing the amount of information removed, which is a typical industry practice that it has previously failed to adhere to

“Transform moderation on Telegram from an area of criticism into one of praise,” Mr. Durov has also said.

The most recent development in that approach seems to be the collaboration with the IWF.

One of the few organizations in the world with the legal authority to look for and remove child sexual content is the IWF.

Websites use its constantly changing list of known abuse content to identify and block matches in order to prevent the spread of such content.

Prior to joining IWF, Telegram claims to have used its own mechanisms to eliminate hundreds of thousands of pieces of abuse material per month. According to the company, the IWF membership will fortify its mechanisms.

Like WhatsApp and Signal, the software is promoted as a fully end-to-end encrypted messaging service, which means that only the sender and the recipient can read a message.

However, conventional encryption is used for most communication, which raises concerns about its security against hacking and interception.

Born in Russia and currently residing in Dubai, Mr. Durov holds citizenship in France, the United Arab Emirates, Russia, and the Caribbean island nation of St. Kitts and Nevis.

Telegram is especially well-liked in Iran, Russia, Ukraine, and the former Soviet Union.
