Cassiel Ato Forson, a former Deputy Finance Minister, has pleaded not guilty to the accusation of causing the state a €2.3 million loss.
Sylvestre Anemana, a former Chief Director at the Ministry of Health, and Richard Jakpa, a businessman, have both pleaded not guilty.
They were all given bail in the amount of $8 million.
The lawsuit involves the procurement of 200 ambulances by the administrations of Prof. John Evans Atta Mills and John Mahama.
Documents submitted by the AG’s office trace the circumstances leading up to the alleged offenses back to a 2009 announcement of intentions to acquire ambulances for the nation during a State of the Nation Address.
According to the AG, the Ministry of Health (MOH) took efforts to purchase extra ambulances as a result of this speech.
Richard Jakpa, the third accused, is reported to have used his firm, Jakpa at Business, to propose a proposal and term loan to the Health Ministry, which he claimed to have negotiated with Stanbic Bank to fund the government’s delivery of 200 ambulances.
According to the AG, Cabinet approved the project’s Executive approval.
Mr Forson was given self-recognizance bail in the amount of $3 million after pleading not guilty.
The second accused person was granted bail of ¢1 million, while the third accused was granted bail of ¢5 million.
