Chairman of Parliament’s Constitutional and Legal Affairs Committee, Emmanuel Kwame Anyimadu-Antwi says the committee is set to begin sitting to consider memoranda submitted on the Promotion of Proper Human Sexual Rights and Ghanaian Family Values Bill.
According to him, the committee has received more than 160 memoranda to be considered, and that the bill will be passed by the end of the committee’s sitting.
Briefing the media in parliament Wednesday, he said the sitting will last about 15 weeks or more and it is hoping to invite all advocates to present in support or against the bill to speak to or clarify their stance on the subject.
Mr. Antwi notes that the decision for a public hearing is in response to the public interest in the bill.
He indicated that so far about six interested parties have confirmed their participation in the hearing and hinted that after the public hearing the committee will sit and examine the bill clause by clause with proponents of the bill expected to be in attendance.
He said, “…we have to weave our way through and then clear what is not right, what is not lawful and then submit a report to the preliminary. I am certain that this law will pass, but not in its current form”.
Meanwhile, the public hearing on the Promotion of Proper Human Sexual Rights and Ghanaian Family Values Bill began on Thursday, November 11, 2021, with groups such as the National Coalition for Proper Human Sexual Rights, Ghana Pentecostal and Charismatic Council, the Human Rights Coalition, and Amnesty International will appear in parliament to present their views on the bill.
Other groups include Advocates for Christ, the Ghana Aids Commission, and the office of the United Nations Resident Coordinator.
The bill if passed will determine the country’s stance on human sexual principles and have laws guiding the country on the issues.
The committee will also consider provisions in the 1992 constitution, Ghana’s cultural values as well as glean from examples of other African countries that have gone through similar processes.
