Ghana has maintained its position as the world’s leading country in mobile money regulation, achieving an overall score of 96.10 per cent, beating 90 other countries.
The record-breaking score is an improvement over last year’s already high performance of 95.05 per cent. Ghana claimed that spot in the 2025 Global System for Mobile Communications Association (GSMA) Mobile Money Regulatory Index (MMRI).

The GSMA uses the MMRI to measure the effectiveness and safety of a country’s legal framework for digital finance.
In a statement issued on February, 202, 2026, the Communications Department of the Bank of Ghana (BoG) revealed that this milestone officially positions the nation as the “global benchmark” for digital financial services.
BoG attributed the milestone to the country’s commitment to progressive policies and robust oversight in the mobile money ecosystem, ensuring consumer protection and operational integrity.
BoG assured the public and international stakeholders that it will continue to collaborate with key industry players to ensure Ghana remains a fully inclusive and digitally empowered economy.
