The government of Ghana has projected achieving 70 percent 5G coverage by the end of 2028, as part of efforts to accelerate Ghana’s digital transformation and expand access to high-speed internet connectivity.
Deputy Minister for Communication, Digital Technology and Innovations, Mohammed Adams Sukparu, announced the 5G initiative projection at the opening of the 2026 National ICT Week, on Monday, August 17, 2026.
The Deputy Minister stated that the government is reviewing Ghana’s spectrum policies to encourage investment, expand digital infrastructure and ensure the effective use of spectrum as a limited national resource.
Mr. Sukparu noted that the government’s digital transformation agenda is supported by investments in digital infrastructure, skills development, artificial intelligence and regulatory reforms.
The Deputy Minister cited the launch of the National Artificial Intelligence Strategy in April 2026 as a major milestone, saying the strategy provides a framework for the responsible and inclusive adoption of AI, with emphasis on data governance, infrastructure, talent development and ethical use.
He also highlighted the One Million Coders Programme, noting that more than 12,000 course completions had been recorded during the early weeks of its second phase.
Mr. Sukparu mentioned that the programme aims to equip one million Ghanaians with practical coding and digital skills to enhance employment, entrepreneurship and participation in the digital economy.
He stressed that the expansion of digital infrastructure must be accompanied by stronger regulation, cybersecurity and data protection to build public confidence.
Additionally, he said government is reviewing legislation covering communications, digital services, data governance and emerging technologies to create a regulatory environment that supports innovation and investment while protecting the public interest.
The Deputy Minister called for stronger collaboration among government, academia, technology companies, entrepreneurs and investors to transform research and innovation into viable businesses, jobs and productivity gains.
He emphasized that the broader goal is to establish a digital ecosystem that is efficient, scalable, interoperable and innovative, capable of contributing significantly to Ghana’s economic development.
