The Supreme Court of Norway has dismissed Jongsbru AS’s appeal against Ghana in a unanimous preliminary decision by a panel of three judges.
Jongsbru AS was previously ordered by the Norway Court of Appeal to pay Ghana compensation for legal costs before the District (High) Court and the Court of Appeal in November 2022.
As per Norwegian civil procedure, the Supreme Court of Norway’s decision to deny the request for leave to appeal is final and cannot be appealed by any court or the Supreme Court.
It ends the litigation over the acquisition of a property that had been targeted by the Republic of Ghana for use as a chancery building in Oslo.

The earlier decision by the Oslo Court of Appeal, which completely exonerated Ghana of Jongsbru’s claim and ordered Jongsbru to reimburse Ghana for its legal expenses before the District (High) Court and the Court of Appeal with a total of NOK 2,500,000 ($250,000), has now been upheld by the Supreme Court of Norway.
The Norway Supreme Court’s determination of Jongsbru’s attempt to appeal the judgment was made without the parties appearing before the court.
The court additionally ordered Jongsbru to pay Ghana’s nominal legal fees before the Supreme Court in the amount of NOK 18 750 ($1,871) given the Supreme Court’s summary ruling on this appeal.
This is a fixed rate applied in such summary proceedings before the Supreme Court of Norway.
Godfred Yeboah Dame, the attorney general of Ghana, stated extreme satisfaction with the Norway Supreme Court’s decision to reject the appeal against the Court of Appeal’s ruling.
