The UK data regulator has initiated what it describes as a “major investigation” into TikTok’s handling of children’s personal data.
The Information Commissioner’s Office (ICO) will examine how the social media platform utilizes data from users aged 13 to 17 to recommend content.
John Edwards, the Information Commissioner, stated that the investigation will assess whether TikTok’s data collection methods could potentially harm children, such as through data breaches or excessive screen time.
In response, TikTok informed the BBC that its recommendation systems are governed by “strict and comprehensive measures” to protect the privacy and safety of teens, and that it enforces “robust restrictions” on the content shown in their feeds.
Mr. Edwards noted that TikTok’s algorithm relies on personal data from user profiles, preferences, clicked links, and viewing duration, which makes it subject to UK regulations.
Besides investigating TikTok, the ICO is also reviewing the age verification processes of Reddit and Imgur, an image-sharing site.
This inquiry will determine whether these companies comply with UK data protection laws and the children’s code, which establishes guidelines for online platforms to safeguard children in the UK. Platforms collecting data from UK children must minimize their data collection and exercise heightened care in its processing.
Reddit and Imgur probes
The ICO’s investigations into Reddit and Imgur will examine how these platforms verify the ages of their users and enforce age restrictions.
In October, Ofcom reported that Reddit had surpassed X to become the fifth most popular platform in the UK.
Imgur claims on its website to reach over 250 million users monthly, but it does not specify the countries of its audience, so the number of UK users remains unknown.
The Information Commissioner stated to the BBC, “I don’t want to pre-judge how we might approach the Imgur and Reddit cases, but if there are age restrictions for accessing services, the platforms must enforce these in some manner.”
He added, “There are various technologies and methods available, and the level of rigor will depend on the potential risks and the likelihood of children accessing these sites.”
He emphasized that “self-declaration is probably not sufficient if there is content or services on the site that are inappropriate for children under 13.”
A Reddit spokesperson informed the BBC that 95% of their users are adults and mentioned plans to implement changes this year to comply with UK age assurance regulations.
Imgur has yet to respond to the BBC’s request for comment.

Next steps
The investigations do not imply that any of the three platforms have violated the law.
However, companies determined to have done so may face enforcement notices and fines.
“We are monitoring the situation, and there will be repercussions for any legal violations,” stated Mr. Edwards.
This is not TikTok’s first encounter with scrutiny from the ICO; the platform is currently appealing a £12.7 million fine imposed by the ICO in 2023 for mishandling children’s data.
