The National Democratic Congress (NDC) Agent Supervisor for ballot printing in the 2024 elections, Richard Jakpa, has raised concerns about potential election irregularities following the sudden death of Ghana Freedom Party (GFP) presidential candidate Madam Akua Donkor.
The demise of Madam Akua Donkor on October 28, 2024 prompted the Electoral Commission (EC) to pause the ballot printing process, leaving questions about possible adjustments to the election.
Mr. Jakpa, speaking on Joy News, suggested that opponents may be attempting to prevent GFP from appointing a new flag bearer within the EC’s ten-day window, which could disqualify GFP from the presidential race.
He explained, “If GFP doesn’t present a new candidate, they won’t be contesting, meaning ballot positions could shift, moving each party up one slot.”
He noted that parties have invested heavily in campaigning based on current ballot positions, and such a shift would impose financial burdens and potentially confuse voters.
Following the EC’s suspension, Deputy Chairman Samuel Tettey confirmed Madam Donkor’s passing and extended condolences to the family in a statement on October 29, 2024 adding, “The Electoral Commission has today received information on the unfortunate passing of the Presidential Candidate of the Ghana Freedom Party (GFP), Madam Akua Donkor. May she rest in peace.”
Mr. Jakpa also alleged that ballot printing companies in opposition strongholds such as Ashanti, Savannah, Eastern, and North-East regions were producing 3,000 extra ballots per constituency, purportedly for “operational losses.”
He questioned the need for this surplus in areas closely aligned with major contenders, saying, “It’s too much of a coincidence that excess printing is happening in regions that are strongholds of key candidates.”
In response, Mr. Jakpa noted an increase in monitoring at printing centers, inspecting for issues like double serial numbers and supervising the shredding of surplus ballots.
He stressed the importance of transparency, adding, “We want to ensure these extra ballots are disposed of properly without influencing the election.”
Mr. Jakpa concluded by urging the EC to weigh all possible implications and ensure a level playing field, saying, “It’s crucial the EC takes these factors into account to reduce election tension and ensure fair treatment for all parties involved.”
