In a bold move to strengthen the fight against corruption, the Office of the Special Prosecutor (OSP) has teamed up with the National Commission for Civic Education (NCCE) to boost public awareness and prevention efforts across the country.
This strategic alliance was sealed when the Special Prosecutor, Kissi Agyebeng, paid a courtesy call on NCCE Chairperson Kathleen Addy at the Commission’s headquarters in Accra. The meeting, which included senior officials from both institutions, signaled a new chapter in inter-agency collaboration focused on civic engagement and behavioural change.
While the OSP is known for its prosecutorial powers, Mr. Agyebeng emphasized that prevention is at the heart of his office’s mandate. He revealed that nearly 70% of the OSP’s work focuses on preventing corruption rather than simply investigating or prosecuting it.
“It is not just about punishment. It’s about building a culture where people avoid corruption because of awareness, not fear,” he said. “The NCCE’s extensive grassroots reach and public education expertise make them the ideal partner in this effort.”
Ms. Addy welcomed the partnership, describing it as “a refreshing development” and a natural extension of the Commission’s civic education work.

“Our strength lies in our ability to connect with citizens and drive meaningful behavioural change. Together with the OSP, we can make civic education a tool for national transformation,” she said.
The collaboration will leverage the NCCE’s nationwide structures and skilled personnel to roll out targeted anti-corruption campaigns, aiming to embed integrity and accountability into everyday Ghanaian life.
Both institutions underscored the importance of inter-agency synergy in curbing corruption sustainably, noting that state resources can be used more efficiently through cooperative efforts.
As the partnership unfolds, Ghanaians can expect a more visible and consistent presence of anti-corruption education at the community level—designed not only to inform but to inspire action and long-term change.
