All public sector personnel without Ghana Card numbers would have their salary frozen beginning February 2024, according to the Controller and Accountant General’s Department (CAGD).
The Controller and Accountant General’s Department (CAGD) has issued a new guideline as part of efforts to reduce the number of ghost identities on the government’s payroll.
Following negotiations with the National Identification Authority (NIA) about a special registration effort for those who have yet to get the Ghana Card, the CAGD stated that a critical decision has been reached that might effect many people’s lives.
The conversation between CAGD and NIA took place in a meeting on October 11, 2023, where timelines for a potential registration exercise were addressed.

However, there appears to have been a misunderstanding, since CAGD later wrote to NIA asking approval and agreement on the proposed deadlines.
The NIA responded by stating that it had already conveyed its inability to undertake a special registration exercise.
Instead, on September 4, they opened offices worldwide for general registration, with a concentration on targeted public sector personnel on government payroll.
In light of this, CAGD has issued a vital advise to its employees and members, asking them to register for Ghana Cards at any of the 292 NIA offices around the country.
CAGD has adopted a tough position on compliance, emphasizing priority for government personnel.
