The Head of Department of Human Resource Management at the University of Cape Coast, Dr. Mrs. Rebecca Dei Mensah says government would have to engage in more consultations before it can take a decision on reviewing public sector pay structure.
Her comment follows a call by the Director of Research at the Institute of Economic Affairs (IEA), Dr. John Kwabena Kwakye that government should consider the payment of public sector employees based on the hours they work which he said will ensure they are paid based on their productivity.
Speaking on the ATLANTICWAVE yesterday, Dr. Mrs. Dei Mensah indicated “the amount of money people get is not the only motivation for the work they do because everybody is motivated differently. I don’t think paying people wages alone can make them work better. There are other things that we have to look at.”

She added that if public service workers are not working as expected the things accounting for their less productivity should be tackled before considering review of payment of salaries.
“Before we take a decision, we have to consider why we want to pay people wages. What is the fundamental reasons people in the public sector are not working? This same people when they find themselves in the private sector and other foreign companies in Ghana they work well. So how come they can’t work in the public sector. I think that is where we should tackle the issue from,” she said.
She shared some of the issues that when effectively tackled will ensure productivity in the public sector.
“The major thing is we are over staffed and therefore there are so many people to do just a simple job. Also, poor supervision, lack of job description and poor organizational culture are some of the problems causing low productivity,” she noted.
