The Ghana Revenue Authority (GRA) reports that the investigation report produced by the Office of the Special Prosecutor (OSP) regarding the alleged tax evasion offenses committed by the Labianca Group of Companies is being thoroughly examined.
It stated that it respects and values the office and will not be pleased with the report because the Authority “looks for every opportunity to improve revenue as well as block any leakage.”
Commissioner-General Rev. Dr. Ammishaddai Owusu-Amoah said in a statement released on Sunday, August 14 that, ” GRA is studying the report’s findings in detail and will not hesitate to block all processes and procedures that lead to revenue loss or have the potential to lead to revenue loss, as per its mandate.”
Special Prosecutor Kissi Agyebeng issued a report on August 3 mandating a broader investigation into the issuance of customs advance rulings and markdowns of benchmark values to the Labianca Group of Companies, owned by Council of State member Eunice Jacqueline Asomah-Hinneh between July 2017 and December 2021.
Mr. Agyebeng additionally instructed Rev. Dr. Owusu-Amoah to present by December an Integrity Plan meant to combat “corruption” in the exercise of discretion by Customs Division personnel.

The Commissioner-General of the GRA made it clear that his office is attempting to prevent “irrational” discretionary authority usage that might result in revenue loss.
Rev. Dr. Owusu-Amoah reassured, “GRA uses this opportunity to assure all stakeholders of GRA and the general public that GRA has taken steps to ensure that all allegations of impropriety on the part of any of its staff are promptly and thoroughly investigated, and that all cases of tax evasion or other acts contrary to the laws governing the Authority will be dealt with.”
