The government has decided to reassign Samuel Adom Botchway from the Births and Deaths Registry following opposition from the Civil and Local Government Staff Association, Ghana (CLOGSAG).
Minister of State in charge of Government Communications, Felix Kwakye Ofosu, confirmed the decision in a statement on Friday, February 14, 2025, noting that the issue had been resolved and a nationwide strike by CLOGSAG had been averted.
CLOGSAG had planned to embark on an industrial action from February 20, 2025, citing concerns over the appointment of politically exposed persons to key civil service positions.
The association argued that Botchway’s appointment as Registrar of the Births and Deaths Registry undermined neutrality within the Civil Service.
However, following discussions with government officials, Kwakye Ofosu announced that the matter had been addressed.

“In the truest spirit of cooperation and understanding, we are happy to announce that the matter has been resolved and there will be no nationwide strike by CLOGSAG,” he stated.
He also acknowledged that the broader issue of appointing non-civil servants to such positions remained unresolved, as it was still being contested in court.
“We have learned that the precedent set by the previous administration of appointing a non-civil servant to that position remains a pending matter in the courts,” he added.
The minister assured that the government, under President John Dramani Mahama, remains committed to fostering dialogue and addressing stakeholders’ concerns to ensure smooth governance.
