In reshaping regional and local development in Ghana, the government has launched two essential planning frameworks aimed at enhancing resilience and climate adaptation.
The new Medium-Term Development Plan (MTDP) and Community Action Planning (CAP) guidelines mark a collaborative effort to drive sustainable development in the country.
The MTDP guidelines introduce a structured planning process for district assemblies to align their four-year planning cycles with national priorities, ensuring that local development efforts contribute meaningfully to the country’s broader goals.
Additionally, the CAP guidelines, developed through the Resilience Against Climate Change (REACH) project, establish standardized community-level planning procedures.
These guidelines focus on integrating critical elements such as climate adaptation, gender responsiveness, and child welfare into local decision-making, aiming to create a more inclusive and forward-thinking approach to development at the grassroots level.
At the launch, Astrid Kohl, Programme Director of the Participation, Accountability, and Integrity for a Resilient Democracy (PAIReD) initiative, emphasized the importance of participatory governance in the development process.
She noted that the German Development Cooperation in Ghana, through the PAIReD programme and the REACH project, is committed to fostering accountability and community involvement in decision-making.
Dr. Winfred Nelson, the director of development co-ordination at the National Development Planning Commission (NDPC) emphasised the importance of transparency and accountability in paving the way for a resilient future.
The MTDP and CAP guidelines are the result of close collaboration between the PAIReD programme and the REACH project, which are co-financed by the EU and SECO.
These frameworks aim to embed accountability, resilience, and climate adaptation into the heart of Ghana’s development planning, providing a solid foundation for the country’s sustainable growth in the years ahead.
