The Ghana card Personal Identification Number (Ghana card PIN) will substitute the Ghana Revenue Authority‘s Taxpayer Identification Number (TIN) for tax identification purposes beginning April 1, 2021.
The GRA and the Registrar-Generals Department (RGD), working with the National Identity Authority, said the move was in accordance with the government’s strategy of using a specific identifier for all transactions requiring individual identification.
The three government agencies said in a joint statement released in Accra that certain steps have been placed in order to ensure a smooth roll-out of the initiative.
They said the measures included stationing National Identification Authority (NIA) Registration Officials at 14 GRA offices across the country to register individuals who did not have Ghana cards.
The Registration Officials will be at the following GRA/RGD offices, according to the statement: TIN Centre, Registrar-Generals Agency, Accra; TIN Centre, Customs Long Space, Tema; Taxpayer Service Centre, Spintex Road; Taxpayer Service Centre, Adabraka; Taxpayer Service Centre 1, Tema; and Taxpayer Service Centre 1, Koforidua.
Taxpayer Service Centre, Cape Coast, Taxpayer Service Centre, Takoradi, Taxpayer Service Centre, Asokwa, Taxpayer Service Centre, Sunyani, Taxpayer Service Centre, Sunyani, Taxpayer Service Centre, Ho, Taxpayer Service Centre, Bolgatanga, and Taxpayer Service Centre, Wa are the others.
The NIA’s Registration Officials will ultimately be deployed at 63 other GRA places to represent all taxpayers, according to the statement.
It said there will be a transition phase from April 1, 2021, to December 31, 2021, during which both the TIN and the Ghana Card PIN may be used as the unique number for tax purposes at the same time.
It was planned that after that time, all existing TINs will be replaced with the Ghana Card PIN.
The GRA website (www.gra.gov.gh) has a Self-Service platform for current taxpayers who have enrolled and been provided with a Ghana card to connect their Ghana card PIN to their TIN, according to the statement.

It claimed that “any taxpayer with a Ghana card must show it at any GRA office to be recognized as a taxpayer.”
It should be noted that the Ghana card PIN should be cited on the documents (Application Forms, Returns, and Schedules) supporting transactions such as filing returns, paying taxes, clearing products, and registering companies, according to the statement.
