The Minister for Fisheries and Aquaculture, Hon. Emelia Arthur (MP), has appointed Mr. Ebow Mensah as the new Premix Fuel Administrator, replacing Nana Abrakwa Asare, effective January 29, 2025.
Mr. Mensah, a development expert with over 15 years of experience, has a strong background in project planning, economic and social policy analysis, and organizational development.
His career includes collaborations with key institutions such as the Trades Union Congress (TUC), the National Union of Seamen, Ports and Allied Workers (NUSPAW), Public Services International (PSI), and UNI Global.
Holding a Master’s degree in Development Management from the University of Torino, Italy, as well as a Postgraduate Diploma in Education (PGDE) and a Bachelor of Arts in African Studies from the University of Cape Coast, Mr. Mensah brings a wealth of expertise to the National Premix Fuel Secretariat (NPFS).
His primary focus will be on improving the efficiency and transparency of premix fuel distribution, a critical resource for artisanal fishers.
As part of the restructuring process, all existing Premix Fuel Committees at district and landing beach levels have been dissolved, and the appointments of all District and Regional Coordinators revoked.
New Landing Beach Committees will be established in compliance with section 22 of the National Premix Fuel Committee Regulations, 2016 (L.I. 2233), to ensure fair and lawful distribution of premix fuel.
Additionally, the government has committed to enforcing accountability measures for the use of premix fuel margins where former Landing Beach Committees will be required to account for the management of 53% of premix fuel sales proceeds, which, by law, are allocated to community development projects.
The Ministry of Fisheries and Aquaculture promises to continue implementing automated tracking systems for premix fuel distribution to enhance transparency and efficiency.
The government reassures fishing communities of its commitment to ensuring the fair and effective distribution of this vital subsidized petroleum product, which is essential for sustainable fisheries management and the livelihoods of coastal communities.
