The Ghana Revenue Authority (GRA) has written to clarify erroneous rumors on social media which imply that effective July 1, merchant SIMs would be taxed the E-levy.
According to the GRA, under the legislative framework controlling the operation of the e-levy – Electronic Transfer Levy Act, 2022 (Act 1075) – merchant SIMs registered with the GRA for the purposes of Income Tax or Value Added Tax (VAT) would not be affected by e-levy charges.
“Customers making payments to such selected businesses will NOT be charged the E-Levy,” the GRA noted.
“The general public should notice that E-Levy is NOT levied on merchant SIMs, as is being alleged. The E-Levy is only imposed on a transfer from a consumer to a Specified Merchant if the merchant is NOT registered with GRA for Income Tax or VAT purposes,” it further clarified.
The GRA also rejected allegations that say cash-ins or deposits made via a merchant or vendor would attract e-levy.

“The E-Levy does not apply to Cash-Outs/cash withdrawals and Cash-Ins/cash deposits either at the bank or at a mobile money agent/vendor point. This implies that Cash-Ins or deposits do not attract E-Levy and consumers are NOT to pay any amount as E-Levy at a mobile money agent/vendor point.”
Meanwhile, the Authority is urging the general public to register for their Ghana Card and update their mobile money wallets and bank accounts with their Ghana Card Personal Identification Number (PIN).
It also called on mobile money merchants to register with GRA for Income Tax or VAT so their consumers might benefit E-Levy exemptions.
