According to the Auditor General‘s report on Covid-19, the Ministry of Health agreed to buy 26 Toyota Hiace Deluxe Ambulances for US$4,049,460.12 in December 2021, but the ambulances were never delivered.
A total of US$607,419.02 out of US$4,049,460.12 was paid for the ambulances to be delivered by January 15, 2022, according to the report’s details, however as of November 28, 2022, no ambulance had been delivered.
The report revealed that the Health Ministry increased the cost of five contracts totaling GH¢24,256,500.00 by GH¢4,017,000.00 through variation orders, again without the Central Tender Review Committee’s approval.
The Chief Director should seek retroactive approval, the Auditor-General recommended in his report, to prevent the disallowance of this variation amount.

The National Food Buffer Stock Company (NAFCO) received three payments totaling GH¢42,237,770.00 between April 2020 and September 2020, according to the Auditor General’s report.
However, the Auditor-General pointed out that waybills from the various Institutions totaled GH¢40,831,685.00, causing a GH¢1,406,085.00 over-invoicing.
The CEO of National Food Buffer Stock Company was charged by the Auditor-General in his recommendation to refund the excess money that was paid into the Auditor General’s Recoveries account.
