Finance Minister, Dr. Cassiel Ato Forson, says the government is delivering on President John Dramani Mahama’s promise to reset the country through strategic and people-centered spending.
Presenting the 2025 Mid-Year Budget Review in Parliament, Dr. Forson declared that the Mahama-led administration has made significant financial commitments across critical sectors, helping ease the burden on households and businesses while restoring economic stability.
“Mr. Speaker, this is the reset President Mahama promised. It has been six months of hard work. We are spending, and we are spending at the right places,” the Minister emphasized.
Between January and June 2025, he revealed that the government disbursed a total of GHS114.5 billion from the Consolidated Fund, according to the Minister. The payments, he noted, were directed toward critical obligations and social programmes.
Key payments included:
- $700 million to settle Eurobond obligations
- GHS10 billion to domestic bondholders
- GHS2.9 billion to the District Assemblies Common Fund (DACF)
- GHS2.7 billion to SSNIT
- GHS9.1 billion to the energy sector for stable power supply
- GHS5 billion in arrears
- GHS4.6 billion to the Ghana Education Trust Fund (GETFund)
- GHS1 billion to the Free SHS programme
- GHS4.6 billion to the National Health Insurance Scheme (NHIS)
- GHS1.4 billion for NHIS claims
- GHS252 million for vaccines and essential medicines
- GHS72.8 million in Capitation Grants
- GHS895 million for the School Feeding Programme
- GHS477 million to LEAP beneficiaries
- GHS122.8 million for BECE registration
- GHS300 million to support the no-fee stress policy
- GHS191.7 million for teacher trainee allowances
- GHS462.6 million for nursing trainee allowances
- GHS25 million as assembly member allowances
- GHS21 million for the National Apprenticeship Programme
- GHS34.5 million to support the Adwumawura Women Empowerment Programme
- GHS2 billion to support operations of MDAs (goods and services)
- GHS2 billion to save the National Investment Bank (NIB)
“Mr. Speaker, we are touching lives and changing our country,” Dr. Forson reiterated. “This is not about politics; this is about responsible governance.”
Touching on the Big Push Programme, the Finance Minister revealed that the Ministry of Finance has since issued commitment authorizations for the following road infrastructure projects. Read Below:
